Illinois Gets Approval for “1115 Waiver”

Governor Bruce Rauner says it could be one of the most significant developments in public health in Illinois history.

The federal government has approved what’s known as an “1115 waiver,” allowing the state to try innovative approaches in the delivery of mental health care and substance abuse treatment for Medicaid clients.

The state says it will allow a shift from institutional settings to community-based care… and says providers will be reimbursed based on value, quality and outcomes. Rauner says it will mean better care at lower costs.
